When one decides they would like to rezone a piece of property, in Palm Beach County, it  is their responsibility to "Justify" to the county how vitally important it is for the property to be rezoned to the satisfaction of the developer.

Further it is necessary to demonstrate to the county the fact/benefit of their proposal and how he, the developer, is filling a vital void in the lives of the  citizens. surrounding the site to which the developer is requesting the zone change.

In this case the developer wants to take nearly 38 acres of farm land and have it rezoned to "Commercial High" which allows the developer to solicit and obtain a Big Box Anchor; or in lay terms some sort of a "Super Store"

You will find on this page the PBP&Z  "Staff Report and  the developers" Justification Statement" which is what the developer wants to do.  Both of these documents are extremely important.

The developer is given the opportunity to  present his idea to "The Zoning Commission" who can either approve or disapprove the proposal.  If approved then the developer must go before the Board of County Commissioners and seek a final approval.
